Jonathan Spear is senior Transport Policy and Strategy Advisor with 25 years’ experience in transport and public policy, strategy, governance and regulatory studies, capacity and skills analysis and building. Much of this has specialized in national, regional and local transport policy frameworks, institutional structures and processes. He has worked extensively in the international arena, including the UK, Middle East, Africa and Asia-Pacific, and been based in London, Dubai, Hong Kong and Singapore.

Much of Jonathan’s work has included identifying international good practice in transport planning and delivery, benchmarking national or regional performance and making lessons more widely transferable. In this context, he is increasingly interested in the policy and regulatory implications of new transport technologies and service models, including micromobility, how this enables future market adoption and how new approaches may be applied to countries at different stages of development.

Jonathan is a Fellow of the Chartered Institute of Highways and Transportation, has been Atkins’ representative on the Council of the Association of European Transport, and a part-time lecturer at the University of Surrey on Transport Policy and Practice. He is a Chartered Transport Planning Professional (CTPP) and has chaired four Working Groups on organisational and governance research for the World Road Association, PIARC.
